Using the PHB Races in a Sci-Fi Campaign

Dragonborn: Dragonborn are reptilian humanoids from a distant planet. Their society values honour and strength above all other traits.
Dwarves: Dwarves are short, stocky humanoids who revere their ancestors. They are renowned for their skills in melee combat, which they have retained for thousands of years, although their fighting style is thought of as old fashioned compared to the weaponry of other races.
Eladrin: Eladrin are relatives of the elves. Their minds are in tune with the rhythm of time and space, allowing them to teleport.
Elves: Elves are graceful folk who love nature and strive to protect it against technology. They are famous for their superior bows, which are as good as any gun.
Half-Elves: Half-elves are a crossbreed between humans and elves. They are rare, but are able to fit easily into human or elven society.
Halflings: Halflings are small humanoids who lack the military might of other peoples. They live mainly in cities, struggling to escape their greatest foes; the goblins.
Humans: Humans are the galaxy's most common race. They are ambitious and militaristic, and have many mighty armies.
Tieflings: Tieflings are humans who were tainted pacts with the inhabitants of an infernal planet. They are bad tempered and agressive, often joining gangs or commiting crimes.

Do you know DragonStar? It might be interesting to you and you can probably get the Starfarer's Handbook and Guide to the Galaxy cheaply on Ebay or somewhere on the Net.

It is 3.0 rules but it can be the foundation for your own homebrew setting. Just lift the tech skills, create a few feats and powers, make your own version of tech firearms and you are good to go,
 

This looks pretty good. Things like this tend to take a fair bit of work so you might want to just reskin what already exists (skeletons as robots, hnd crossbow as a handgun etc. 4e Tends to take well to reskinning).
