FWIW, the 29 ships they've shown openly are quite capable of doing that; the secret armada changes nothing in that respect. If you've got ships that big, it's easy to drop a dinosaur killer on earth. Either that fleet is meant to be used against another starfaring race, or it's meant to be used against other Vs; it's overkill for dealing with humanity.

It's obvious that for the moment they need humanity alive. The ships might be called in once the local Vs have ensured that whatever they want from humanity is available to them.

Of course if there's that many ships, they may be on the loosing end of some war and fleeing for their lives.

They might need a new home. Which would give them a motivation to make it a "soft" take over, rather than provoke a MAD response from humanity.
