+0.05 would mean that feats like Cleave and Diehard would be worth +0.25 each if the feat prereqs aren't met, feats like Spring Attack would be worth +0.3, and feats like Whirlwind Attack would be worth +0.4.
That's probably a good number for me to start working with.
