Van Helsing stole my idea

I don't see why you can't drop D&D demons into D20 Modern. Obviously, you'd have to adjust for the players having far fewer resources to combat them. The CR would probably go up and you'd have to give them new weaknesses unless you're also using Urban Arcana and the players have some magic...

I haven't decided if they will have magic to use. I thought of mainly having Holy i.e. magical weapons to use.

Just play some version of the Call of Cthulhu rules, and replace all the mythos stuff with demons and the like. If stats for demons is the most important feature, find a d20 game that has the demons you like, and use those demons in the d20 systems that has characters you like. You might look at Testament for some good old testament demons if you have access to that, but it's a big book to buy just for the demons.

I love Buffy and Angel but never tried the games. I would rather the game to be dark like the X-files and less like Buffy. Just the vision I had. Could the rules be used without Buffyverse intrusion?

Yes.

There's two systems that make up Eden's line: CLASSIC Unisystem and CINEMATIC Unisystem. Buffy and Angel fall under the Cinematic, while their games like AFMBE and TERRA PRIMATE and WITCHCRAFT fall under the CLASSIC system.

The difference is that one is more cinematic (guess which) and the other is a bit more edgy and dark.

Witchcraft is a free PDF on drivethru.

The magic and Voice system from Dark Legacies would work with d20 Modern or possibly Spycraft...

I've already made a d20 Modern version of the Arcanist and Priest (from Dark Legacies) which can be found in the House Rules section of www.redspirepress.com

I don't know much about spycraft but it seems popular. Is it d20 Modern based or D&D based character creation wise?

I'm liking what I'm seeing at the Dark Legacies site.

I'll second the motion that you check out d20 Modern's Urban Arcana campaign setting. It has a lot of rules for magic and other supernatural forces in the modern world, as well as rules considerations for bringing additional D&D content into Modern.

Best part is that d20 Modern contains built-in rules for making your own monsters of all creature types, though figuring out the CR is, as usual for a homebrew monster, hit-and-miss. I've made a few fiends of my own for d20 Modern games.

My thoughts were to use D20 Modern or Palladium. The problem with Modern is it doesn't have Demons. Are they in Urban Arcana?

They're listed under Fiends.

Urban Arcana Doesn't have any more feinds proper, but It does have several demonlike creatures along with A celestial or two.

The bulk of feinds, including some human-looking ones, are in the Menace Manual. There are also a couple feinds and a few angels in the Earth Inherited section of D20 apocalypse.

As far as the "I want them to look human" thing goes, The shadow already accomplishes most of that. It's assumed that almost everyone except the PCs see demons and other shadow creatures as regular humans or animals. And there's nothing stopping you from giving the Modern Demons alternate human forms.
