Craft Magic Arms and Armor, true strike , sneak attack +2d6.

kinda keeps me from it at lvl 1 though

Are you the one enchanting the item, if so then i would assume that every enchanment is beyond your reach at level one. If your no the one enchanting it i don't see how it fails to meet your criteria of an additonal +1 enchantment for your weapon.

true wasnt sure if i needed the 2d6 to use it. had a bit of a brain fart
 

hey does anyone think its a good idea to make a rogue with high hp so i can use viscious to further add to sneak attack damage?
Is it a good idea, that really up to you. However if you do Rouge 3/Swashbuckler 2 (Class from Complete Warrior) and get the Daring Outlaw feat from Complete Scoundrel allows you to climb the swashbuckler class (1d10 hp, Full BAB, 4 skill points, nice skill list) lets you get that High HP Rogue and have a sneak attack a rouge equal to rogue level plus swashbuckler.
