As long as there is no GP value attached to an enhancement for a character, I would allow it for a VoP-restricted character. Temporary magical tattoos granted by a spell, the enhancements gained by a kensai that focuses on unarmed combat, and the like are all allowable, as they don't cost a single copper.
That's exactly how I would have interpreted it, but I wanted to verify. Which brings in a great option for the Warforged - Kensai focusing on his natural Slam attack using feats from Races of Eberron such as Cold Iron Tracery, Silver Tracery, and Second Slam.
