The setting is only slightly later than 1E - it takes place not long after the wrap up of Empire in Flames, and there are quite a few references to events from the Enemy Within campaign in the 2E corebook. If anything, the Chaos war has heated up after a massive incursion that left much of Kislev and the North in ruins. Middenheim has just barely survived a dire seige and the Knights Panther are in the field with Graf Boris chasing down the retreating armies of Chaos.
Strength and Toughness are now computed from percentile scores - basically you take the first digit, like 35 -> 3, and that's your S or T score for combat. The range has expanded obviously, with 3 being about the basic human average now. Advances are by 5% increments, so a human probably maxes out at around 8, I would think (I haven't worked it out, but it should be something like that).
