This article adds the warrior forge artificer, who transforms his allies into veritable weapons for his use and infuses their armor with powerful spells to keep them functioning as his proxy on the battlefield. The warrior forge artificer fights from a distance, using implement and ranged weapon attacks to deliver punishment away from the front lines. The warrior forge artificer turns his allies into his weapons, while at the same time providing them with defensive bonuses so that they can stand up to the increased punishment that comes with having one less character in melee combat.

New infusion which grants resist 5 to one energy till the end of the enounter

What is interesting is he can use allies as the point of origin for several of his powers, or use powers to desinate an ally as the point of origin for ranged powers till the end of the enounter. Alot of the powers have a defenderlike feel to me on first read through.

There are also a few feats, with 2 of the Paragon ones being the most interesting.

Dungeon Enchanter reduces the casting time of Enchant Magic Item and Transfer Enchantment; and Rapid Infusiona allows you to use infusions as a free action.

Other cool highlights: a feat to use the crossbow as an implement, and several ranged weapon powers.

This artificer can turn allies into controllers or defenders, and opens up cool party synergies and strategies.

As a current artificer character I didn't see anything I wanted right away, but I'm sure I'll find something after a second reading, as the idea of casting one of those armor infusions on our dragonborn fighter is just too good to pass up. I'm definitely going to consider the Dungeon Enchanter and Rapid Infusion paragon feats.

Overall, I think the most interesting thing about the article (that doesn't apply to my particular character) is the Spell Commander. Its basically an arcane warlord (very cool image IMO, helped by the art), very cool espcecially if you multi-classed into a tactical warlord.

Wait a sec.. so if the artificer can now use a crossbow as an implement, and the Artificer is Arcane, can the Bard now pick up Arcane Implement Proficiency and make Jinx Shot a reasonable choice?

The formatting in this article was wacky. Not so much so that the powers couldn't be read, but enough to be distracting.

No, because the Artificer is not proficient with crossbows as implements. The feat grants it, but that doesn't make the class proficient, only the character. That said, as a DM I wouldn't have any problem allowing a Bard to take the feat as well.
