Way to grant longsword "off-hand" property

No because that property just lets you be proficient with the weapon if you are proficient with daggers. It's doesn't change how the weapon normally works.
 

You can wield a one-handed weapon in your off hand as though it were an off-hand weapon.

Unfortunately, this does not benefit a Tempest Warrior very much as it doesn't grant them the off-hand property, it simply allows them to be dual-wielded.

If he's wielding a one-handed weapon in his main hand, it's a one-handed weapon. No issue.

If he's wielding a one-handed weapon in his off hand, however, he wields it as though it were an off-hand weapon. If he were wielding an off-hand weapon, he'd get the bonus; the weapon he has in his off hand is being wielded as though it were an off-hand weapon, so he should get the bonus as though it were an off-hand weapon.

I could swear I heard of some way to give the longsword or some other heavy blade the "offhand" property

You could wield double sword. Just re flavor it as a set of long swords expertly crafted to dual wield.

You could be a tempest fighter without any problems.

i am fairly certain that only weapons with the off hand property can be wielded in your off hand unless you are a ranger or multiclassed (read off hand description in PHB). So even with the +1 to attack from being a one handed fighter, you just couldn't wield a longsword in your off hand. I could be wrong but it makes sense to me.

Double sword.

If you're set on being an Eladrin Tempest Fighter, take the proficiency feat and dual-wield katars. Just pretend they're unusually made longswords. You won't notice the d8->d6 change much: the damage bonuses from Tempest Technique, Fey Blades, and Weapon Focus will all stack! That's +4 damage on top of Str and enhancement and you can get it by 4th level.

If you insist on two longswords you need Two-Blade Warrior, and have to lose +1 to attack. But then you can pick up Eladrin Soldier in addition to Fey Blades, so you're still at +4 damage.

I'd go for the katars, though. You don't need multiclassing to do it, which means you can pick up Ranger or Rogue striker damage once per encounter later if you want.

Would a double sword work for a tempist fighter? Since the offhand property applies you still recieve the d8 able to get fey blades and weapon focus. Also an option for multiclass is barbarian's berserker's fury giving you a +2 damage for the whole encounter and not just one target.
