What I like myself with this proposal is how it manages to take the wealth/xp progression, and assign a formula to it (5000 times the bonus squared).

Why? Because it means bonus progressions become evenly spaced in terms of level: Every other level, the bonus value goes up. Every fourth level, you reach a new rarity.

But the main draw is of course that you can reintroduce magic item merchants with some semblance of prediction over how powerful items your characters will be able to purchase.

In other words, use the DMG treasure tables with an eye on Blog of Holding's advice, and chances are a level 11 hero will be good for roughly the same amount of gold that's needed to buy a Rare item. To just pick one example.
