It's a fantasy world, so why not just assume (as the rules say you should) that everyone just learns the sign version of a language at the same time they learn the language? The implication is that that's just what everyone does. This then applies to NPCs, too, so it's not like the players are getting away with some secret code language baddies can't decipher.
This is a good point. Learning your first language could be as easy as touching the magic item in town

It could make for some interesting worldbuilding. People might use verbal and sign language interchangeably.
  • In a noisy pub a group who've come in for a quiet chat will sit around their table signing at each other.
  • When kids aren't paying attention to the teacher in school it's not because they're on their phones, but because they're signing to each other below the desk.
  • Signposts will often take the form of Common sign language where we'd use standardised symbols - so, when a road leads under an unstable cliff, instead of a pictogram there's a carving of a pair of hands signing "Rocks fall, everyone dies."
  • A talented bard will interweave sign language into their song, telling one story in words with a different, accompanying commentary in sign language.

I really like this thread. It's great resource not only for the little things that folks might be missing with the new rules, but some truly splendid ideas are coming from it too. :)

Its funny because in core 5e, its allowed for sorcs and not wizards....now that's reversed.

I assume (and like) this is a nod to inclusivity, but on the other hand it doesn't make much sense. IRL sign languages not only require learning separately, in many cases they aren't even strictly the same language!
Writing is required to learn separately from spoken, and there are similarities between spoken and written but they are scarcely identical! [edit] And I say that as a person who took a long time to learn to read and write, and who knows several people for whom that is the case.
 

Not sure if this counts as a 'subtle' change, but Dragon lair actions are GONE. Replaced by "lair features" which are more about DM encounter and map design. But those features don't impact on action economy, for example.
