If the city has some internal way to sustain itself this could certainly be true. If the city can close its gate and survive nourished by the "horn of everlasting food" or simply has a walled area large and productive enough to sustain it, could definitely develop this way.

Which, in my analysis, isn't a POL setting. It's a traditional fantasy setting pretending to be a POL setting.

I'll take your word for it. I literally didn't know it existed until this discussion, and haven't seen it.

A real POL setting would be an interesting departure . . . Gamma World in D&D . . . probably too radical for the marquee setting to support a whole D&D edition.
