What do uncontrolled mindless undead do?

I dunno, I think the skeletal horses would be much better than living ones:

Horse skeletons are free, if you know where to look
You don't have to train a skeleton
You don't have to feed, water, shelter, provide medical care, etc for a skeleton
A skeleton can work all day, every day, never needing to rest
People are less likely to try and steal your brain-eating skeletal horse

More to the point, though: Horses are valued for their endurance, ease of domestication, and strength. But all skeletons are infinitely durable, and totally under your control. So ditch the skeletal horse--plow those fields with Crocodile skeletons! :)

Not if there are lots of people trying it. All the readily available ones will be taken, and you will need to get the horse skeletons from a horse breeder somewhere.

They do need medical care - they are a bit more expensive to repair than the living if they ever get injured. While they don't need food or water, they do need to be sheltered from severe weather (but not cold - they are immune to cold)

A skeleton can only work so long as it's master is properly supervising it. In the case of a farmer, that's daylight hours only.

Still have to raise the crocs to make skeletons from them, and it takes a lot longer for a crocodile to grow to a good size than it does a horse, as well as the task entailing a bit more personal risk for the trainer.

Moreover, a farmer can raise horses fairly readily; raising skeletons, on the other hand, requires that the "farmer" be an evil cleric of at least level 5, or that an evil cleric of at least level 5 spend XP to brew a potion for the farmer. Even further, you still have to raise the horses to get their skeletons....
