Ah! I knew that there had to be a usable example somewhere... Henrix, it seems that you saved the day! :)
 

Definitely round down in all these cases.

3rd Edition is very consistent in requiring a full N levels whenever it specifies "per N levels" (or hit dice).

Also, An Ogre is a Large Giant.. Size counts.

For a large creature, to calculate Extra HDs, subtract 2 from the HD (See the fine print in the table at p.11 in MM1 ). For a Huge creture, subtract 4 HD, et.c..

So, an ogre have only 2 EHD - thus he have only one feat. He'd need to be a 6HD giant to qualify for two feats as I read it.

I think most spells with these "+1 per X levels" are designed as some people pointed out, so the bonus is at least +1 at the lowest castable level.

IMHO, it's always round down.. This thread shows why it's a good idea that spell descriptions should be as clear as possible.. :)
 

For the "per x level" spells, divide the caster level by x and round down any fractions. This will give you the correct number. For example, if it is +1 per 3 levels, and you are an 8th level wizard, 8 divided by 3 is 2 something, so your number is +2. You must be 9th level (9/3 = 3) to get +3. The only exception is when the spell description itself says that the bonus is at least +1, like the Divine Favor spell.
