I too agree with Wicht, ALWAYS first level for newbies. I only start people higher if they are sick of the ultra low levels or if we are doing a one-shot.

I voted level 2, I did it many times (total newbie game) and I let them start 1 level, but soon even in the game I let them go to level 2, so they can see how a level change their character .... usually next question is "what do we have to do to go to the 3rd level ?"

3rd level. You can let them have a decent backstory that way, and they get a few good abilities. It also allows multi-classing (for nearly all basic character concepts) without the extra "apprentice level" rules.
I voted first level. Beyond the fact that it is traditional, I enjoy the fragility of the first level party. I think it reinforces the fact that they are not automatically deific because they are PCs, and that whatever power they want to aquire must be earned, and will not be given to them.
I have a player who agitates for characters starting at 2nd level every time we start a new campaign. Among his complaints is that every man on the street with a greatsword is a threat to the continued existence of a first level character, to which I reply "Duh. "
