What is the penalty to attack with 2 weapons....

I'd argue that off-hand is a keyword or , not an ability, and the text is fluff. I'd argue that the 'rule' is implicit, not explicit.

There is no real advantage to anyone holding two one-handed weapons as there are very few powers that would let you do anything with both... so at best... it saves a minor action for switching weapons... which I suppose you could try to abuse...

I'd argue that rules text for an ability is not, in fact, fluff.

I'd further argue that when said text says normally you don't get to do something, that your inability to do that thing only applies when you have the item that excepts that rule.

Continuing on, I would not argue that properties are keywords, because they are properties. Moreover, I'd not present an argument that claims the off-hand property in some way is a counter to the rules-text provided that states that only specific weapons can be held in the off hand, when said rules-text is not actually part of the off-hand property.
