D&D 5E (2014) What level should I make this invocation: At-will Shatter

I want to make the following invocation:

Voice of Shagaroth
You can cast Shatter at-will.


What would you consider an appropriate warlock level as a pre-req for such an ability?

What would you consider an appropriate warlock level as a pre-req for such an ability?
Level 5. It's roughly on par with 2x(Eldritch Blast + Agonizing Blast).

But also scale it at levels 11 and 17.
 


12-14 feels about right to me, 3d8 thunder damage each to as many people you can fit in a 10ft radius, average 13.5 damage save for half, if you successfully hit 2 creatures in that that's 27 average damage total, 40.5 for 3 creatures.

to compare eldritch agonising blast at 11th level (assuming a +5 mod for easy math) deals 3(d10+5) (average damage of 16.5(+15)) between all three blasts together, targets within 120ft, which your attack can miss on each of those, (or 22(+20) damage at 17th level when you get 4 blasts)

Thats a better AoE & longer range than the 9th level artificer artillerist fire cannon and a less resisted damage type that in some cases actually doubles.

The artillerist cannon can be self mobile and has hp so it can also be a form of meat shield, but it takes a 1st level spell for every hour its active after the first use.
 

Whatever level they get other level 2 spells at will.
Oh thou shalt find it is no simple task, for behold! Here are the spells of 2nd level offered at-will through Invocations Most Eldritch....

Ascendant Step =levitate @9th
Chains of Carceri = hold monster (expanded target) @15th
Master of Myriad Forms =alter self @15th
SHroud of Shadow = invisibility @15th

Oh hoh! Lest you think that 15th level is the answer, behold ye...

Visions of Distant Realms =arcane eye (4th level spell) @15th

Well ye says, surely then it must be a 9th level invocation? But verily I say...

Whispers of the Grave =speak with dead (3rd level spell) @9th level

tl;dr @UngeheuerLich 's guess is as good as any!
 


The deciding factor surely is: "will I ever use this before I have run out of every other resource available to me?"

Without even checking, getting it at 15 sounds incredibly underwhelming.

While at level 6 it probably outshines every other free/at-will ability in the party.

So it depends. Is this connection to "Shagaroth" intended to be central and character-defining? Perhaps the connection leads so further adventures? Is the player perhaps not the best min-maxer in the group?

Then hand it out at 6. It will be OP for a while, then merely very good.

Otherwise 9 or 11.

At 15 it's akin to when you get a vase or an expensive pen for your birthday. Nice, not trash, but nothing exciting or very useful either.
 

if I were not looking at spells specifically, because some have more at-will impact than others,
I would say;
1st level spell(any) at-will at 11th level,
2nd level spell(any) at-will at 15th level,
3rd level spell(any) at-will at 19th level.
