What qualifies as an "area" spell?

I've seen threads where people put buffs on an Arcane Archer's arrows, along with target spells. However, I haven't seen anyone debunk their arguments.

I'm pretty sure that an "Area Spell" is a spell that lists "Area" as part of the spell description, but now I'm not so sure.

Of course, an area spell is a spell with an area (has an area listed).

A target it not an area.
