Well, speaking is a free action that can be taken outside his turn. When can the ranger not inform the party?

When he's not on watch, of course.

I do have a question, though: How does the surprise round work, if the ranger is the only character to see the ambushing enemy who are just about to attack? I've seen enough threads about 'when to roll initiative' that I'm still confused about the matter.

The ranger can inform the party...but the DM has probably already started the surprise round, with only the Bad Guys and the Rnager rolling Init.
