I dont think 4e will be so different from 3e that it couldnt be created through the OGL. If 1e, 2e and Basic D&D can be reverse engineered through the OGL (and they can), then even if 4e is not OGC, there will be workarounds on the market quickly.

Plus there's nothing stopping third-party publishers from coming up with a new umbrella logo to replace the "d20" logo (like what is done with M&M Superlink and True20).
