Reach lets you use Warden's Fury on targets that have shifted away, or combine with various control feats and powers to slide people all around, knock them prone, etc.

It's not the only option, though, obviously enough.
 


Is there any feat or power that makes the Halberd so more awsome than a Sword and Shield?

It's not "so much more awesome", just one of the good options among several good options.

Yes, there is a series of feats that increase the power of a Halbred (like Polearm Gamble that renau1g just named). But, like I said, not to the point where it's the only good choice. Other builds can be just as powerful, including the sword and board.

Halberds have the added bonus that Deadly Axe and Axe Mastery have pretty low requirements as far as con goes. Starting with a 13 and tossing a point into it at heroic and paragon will get you qualified, which is quite doable for a wis type.
 

Also, another option you have as a Warden with a reach weapon is to take the Bloodwrath Guardian PP. Their level 20 Daily increases you reach by 1 and gives you threatening reach for the entire encounter. Threatening reach of 3 for an encounter = pretty sweet.
 


Does difficult terrain stack? Can Sudden Roots stack with Winters Harold to create super difficult terrain?

Nope. Difficult terrain is difficult terrain no matter how many times it is applied. On that note, Sudden Roots doesn't create difficult terrain. It just slow the target of an OA when you hit them.
