I see. But it will depend on exactly what level he is now. He may suffer xp penalty until he even outs classes. So he may (or may not) go a level behind others for some period. But current XP awarding rule give more xp to a character with lower level. So usually, it is not that much difficult to catch up with others.
But if he definitely want to avoid xp penalty, there are a lot of prestige classes which gives sneak attack dice and yet the requirements can be met by non-rogues.
I still recommend Darkwood Stalker (in Complete Warrior). It is a strong class (full BAB, good fort/ref saves, sneak attacks, darkvision) and a class for elves. Requirements can be met by a 7th-level elven scout.
Darkhunter (also in CW) is a nice class, too. But it has only 5 levels and give him only 1d6 sneak attack.
If you like to make him a assassin type without being evil, Nightsong Enforcer (in Complete Adventurer) could be an option, too. It is a kind of sneak attack combat expert. Requirements for this class can be met by a 7th-level scout.
And if the character's background is appropriate, he can even be a Dread Pirate (in CA). He can choose to get sneak attacks as a class ability.
