D&D General What's the safest place to live in the Forgotten Realms?

Apparently you can, if your government is a council of archmages lead by a divination specialist. The Halruaan Elders saw the Spellplague in advance and planned for it by transporting their entire kingdom to another, safer plane of existence. That's Time-Lord-level awesomeness, which is why my pick is Halruaa.
But...
At a great cost of Halruaan lives and loss of sanity among the realm's spellcasters, Halruaan mages used Lady Sheive's magic to use the energy of the blue fire to save most of their kingdom by shifting it into another world, Abeir.

And if you were by chance in the lands left behind... Oef!

With that said, Huzuz, the "City of Delights", cosmopolitan capital city of Zakhara, seems like a pretty decent choice from a mixture of canon local stability and reluctance of any writers to touch it since the sub-line ended.
I was thinking something similar as well, but that city hasn't had an update in the last three editions... It could be a hellscape for all we know...

Elturel. Statistically, it's not likely to be dropped into the Hells or raided by mind flayers again anytime soon.

Honestly, at this point, can you just list the specific criteria that would lead you to decide 'safe'?

It seems like you are deliberately searching for any downside, regardless of what is said. If some place is peaceful now, you go through its history for hazards. If there is no news, you take it as a bad sign.

It honestly reads to me as neurotic.

I can only answer based on what I've seen published in official WotC-published campaign sourcebooks. (The Sword Coast Adventurer's Guide simply states Halruaan wizards were able to "propel their kingdom safely" into Abeir.) If your game uses setting canon not published in WotC sourcebooks, then I withdraw my suggestion; I can't provide an informed answer to your question.
 

Candlekeep is guarded by a dragon, isn't it? And high level casters.

Who would want to start their adventuring career in someplace safe anyways?

"How can we of help, commoner farmer."
"A rabbit has gotten into my fields and causing destruction."
"At least it is a dire rabbit, right?"
"No."
"Does it have big fangs and a leap ability/"
"No."
"It is just a rabbit then?"
"Yes- but we will forever call your band The Ravagers if you take care of it."
"We'll take care of it after we fetch Tim, the Enchanter."
If your players watched enough Monty Python to get the reference, they're not volunteering for that at first level.
