Video card? Make sure you have not gone over to multi-monitor setting, you could be on your monitor 2 and not even know it (standard video port). Just hook your monitor up to your standard PC slot and see.

I have no idea what you are talking about there. I only know of one way to hook up my monitor to the computer.
As far as the cable goes it looks fine.
Also, as it turns out the video card is built in to the motherboard. If I install a replacement video card in a slot will it override the motherboard one?
It should. Some BIOS have a feature that specifies which video to use first (AGP, PCI).
Unless you really want a new card, I'd try the cheapest card you can get. If it doesn't work you're only out a few bucks. (I'd borrow someone else's card for the test)
The next possible option is motherboard or power supply (my guess, even though you have fan noise).
FWIW - I just dealt with almost this. For me the psu went. The fans ran. Things looked good. But nothing. No POST, no video, nada. A buddy of mine had a PSU tester (damn nifty toy) yep PSU was faulty.
So if you have a spare psu somewhere try that too.
