Yes, it's a 3 point difference but you can still do it.

I could also play a figther with 8 of str with all the Weapon specialisation in the world, at 8 level you will go through hordes of Gobelin but won't be as effective against a monster that matches your level

Strength and Con are sort of odd, in that if you want high combat values you simply must boost these stats.

In the case of Strength, there are few other ways of boosting your damage (before magic items) other than boosting Strength and Weapon Spec.

As for Con, it boosts so many things, especially hp, that it's difficult to avoid.

However, Charisma is used (for most classes) just as a bonus to some skill checks. As you gain levels, your Charisma bonus becomes less important.

Depends on the DM, my players are 9th level and social skills often makes the difference between a TPK and the survival of the group. So those 3 points I was mentioning before are quite important.
