I really enjoyed The Girl with Ghost Eyes by M.H. Boroson. It's very urban fantasy, but set in 19th century San Francisco Chinatown.

It's not my favourite, but since it hasn't come up yet, Artemis Fowl deserves at least an honourable mention.

The Alex Verus series by Benedict Jacka.

About a modern day diviner/probability mage in London suspected of being a dark mage who gets enmeshed with wizard politics while they'd prefer a quiet life at the edge of magic and mundane. Plenty of action, and a very sensible "level-up" path that feels natural over the books.
