When do you get XP for traps?

Yup, if a trap -can- be used by the players, then subverting it is a part of the challenge of the encounter, where the monsters tend to have homefield advantage.

Whether an effect actually is a hazard depends on its magnitude and what role it plays in the battle.

If it's simply a small brazier of burning hot coals that anyone can tip onto anyone, that's simply an environmental effect and hardly should be worth XP unless the monsters already have lined up to tip them over the players.

However, if it is the frozen lake they're fighting on that causes them to slip and fall prone every other round (opportunity action vs. Reflex, triggered by non-shift movement) while they're fighting an adult white dragon, then it's clearly to the dragon's advantage (as it has icewalk) and should count as a hazard.
