when is bonus dmg added?

i'm having some problems in determing when and what bonus to dmg is added to powers.

lets say i'm a pit fighter (so i add wisdom to dmg "when i use a weapon"), i have weapon focus (+1/+2/+3 on dmg rolls), i have a magic weapon.

1. if i miss on reaping strike what damage do i deal?

2. if someone stands next to me and i'm using rain of steel, what damage do i deal?

3. if i deal damage equal to some ability modifier to enemies that stand next to me, what dmg do i deal?

1. Half your str mod, or your full str mod if you're wielding the weapon 2H.

2. Your weapon dice, plus all your mods EXCEPT your ability mod.

3. Some ability modifier

Edit: The trick is that all those modifiers add to damage *rolls* (or in the case of crits, things treated as if they were damage rolls. Straight damage is just straight damage.

1. None, Reaving Strike doesn't have a Miss clause. If you meant Reaping Strike, you add your Wisdom, but not your Weapon Focus. Reaping strike has the weapon keyword, so it will trigger Dirty Fighting. It does not roll damage, so it won't trigger Weapon Focus.

3. If it's with a power that uses a weapon, add your Dirty Fighting. If it makes a damage roll with that weapon, add Weapon Focus.

4e is usually pretty clean on when it wants things to be added. Dirty Fighting is "when using a weapon" so it happens whenever you deal damage with a weapon. Weapon Focus is added to "damage rolls" so it only applies when you make a roll.
 

I suppose that depends on how you define "using" a weapon. I'd say the RAI are that you apply it when you would normally apply your strength bonus in addition to your strength bonus.

You only add modifiers to damage rolls. If something says "inflict X damage," whether X is an actual number or one of your ability modifiers, that's all the damage you do. When you actually roll damage, you add all of your modifiers. If a power says, for example, 1[W] and not 1[W] + Str, you add all your bonuses except your Strength bonus.

It's not just RAI, it's RAW. :)

It doesn't have to mention weapon rolls. The rule is you only add bonuses to damage rolls, period. If Dirty Fighting were to break that rule, it would specifically say "this bonus applies to static damage inflicted by any power with the weapon keyword."

Where does it say that? The rule you quoted is specifically talking about powers. Dirty Fighting is not a power.

Which is why you should do what James McMurray said. Namely apply the bonus damage to all attacks and powers that use a weapon. Which will be just about every attack power a fighter has (crazy multi-class powers, throwing off my absolute statements).
