I had to vote true, because I hate dragonborn and disallow them in any campaign that I run. They cheapen the majesty of dragons by reducing dragon blood to being no better than that of a human, elf or any other PC race, and in my mind anything with any real amount of dragon blood should be much stronger.

Beyond that, though, pretty much anything is on the table, though the most weird(rabbit people and such) will need a good explanation by the player for how his PC came to be. Many of the "races" are not races in my world, though individuals can exist for a variety of reasons.
