Weighing them up:

Orcs are drunken sports fans, looking for a fight.

Hobgoblins are evil in a suit. 1980's film villan style.

By the definition, I was sort of split between Bugbears and Gnolls (but ultimately went with Bugbears). Hobgobs and orcs come in a close 2nd behind, them, IMO.

I'd say closer to the generals and troops of WWII Japan that had taken part in the main atrocities of that time frame.

Like getting a green recruit's first, and thus the hardest, kill out of the ways by using prisoners for bayonet practice
