Which leaves nothing for Cubicle 7 to declare, other than the licences. If it's rules its used under licence from WotC, if it's fluff it's used under licence from the BBC.
That's not how the OGL works. Literally all rules derived from OGC -- a new class, a new spell, a new monster -- are OGC. Product identity is for setting and fluff, and potentially truly novel rules.

Isn't that what I said? There is no need for Cubicle 7 to pay an expensive lawyer, if it's rules it belongs to WotC, and you can use it under the OGC. If it's fluff it belongs to the BBC and they will sue your ass off if you try to make money off it.

They are required by the terms of the license to include a declaration of OGC in the book.
