Whip it good!

Ok, I'm looking into making a whip based character, but am unsure as to how to proceed in such a way that he is actually combat effective. Would Whirlwind Attack be effective? How does one make a whip that does ACTUAL damage? Is that actually how one spells actual? 'Cause it looks wrong. I know that the Spiked Chain is more impressive, stat-wise, but the flavor of it is just not what I'm looking for. Also, how hard would it be to dual weild whips? Are they Two-Handable?

You take a prestige class, use feats from E.N. Arsenal - Whip, or use a whip-dagger.

In real life, nigh impossible. In D&D, just like any other one-handed melee weapon. Of course, if you dual wield, you might want to use a smaller whip in your off hand. It does less damage, but it spares your primary hand from a -2 attack roll penalty.

Officially, yes, but it's stupid. Hell, officially a raging 20th level barbarian can power attack with a whip two-handed, take a -4 penalty to do lethal damage, and chop through an adamantine door. But he can't hurt someone in padded armor.
