I always thought, that's the whole point of burst/auto fire, to make it more likely to hit with at least one bullet.

Actually, Thanee, it makes perfect sense. Try considering it from this perspective:
When you use a weapon on autofire, you make a single attack roll. You are either
1) targeting an area or
2) targeting an individual
Either way, you are allowing your shots to cover a larger area so that–despite the amount of variance in your aim, you are capable of even hitting your target(s). When you use Burst Fire, you are causing multiple bullets to fire in a smaller area. This increases the chance of multiple bullets hitting that target in the stream, but because you are aiming at a smaller area, it's harder to hit the target with any bullets. Does that make sense now?
