Why don't Elves have any Kings?

The Speaker of the Sun and the Speaker of the Stars are kings in both name and function. They are constantly referred to as kings by the both the elven people and outsiders. The fact that, say, Speaker Arc isn't called King Arc does little to the change the fact that Arc is king. Hence, all Roman emperors were kings.
 

I always thought it had something to do with the elfs long lifetime and bad kings; if you have a bad king your stuck with them. however if this is instead of Queens elves value grace and elequence(?) so they choose the more "emotional" or "sensitive" to rule. The "s are becuase that is the stereo types.
