Why is the Scarred Lands Setting so popular?

Well let me tackle this. So far there are precious few Epic level people in the world of Scarn. However with three (well four and half if you count Fenrilik and the Dragon Lands), continents, and some being able to raise armies and also use True Rituals (Equivilant to Epic Level spells but not having such adverse side effects for starters), I don't forsee them claiming a lot of land. Much like Arena in Oathbound or the Wildwood, there are plenty of fierce beasties and cleaning them out will be a big task. Plus while the gods of the Scarred Lands don't have all the same powers as the ones in the D&Dmg, they DO have god like eqilivants of SDAs. Most of them are just avatars though, but they have probably the same DvR as their godly counterparts, at least if you only take them on in Scarn. As for epic level monsters, well there are some, but it depends on what you fight. I hope that was helpful Beholder.

My players are evil and very insidious and I guess that they might indeed be able to take over some regions for themselves, if they ever want to do that. I'll see.

Are there opportunities for evil characters to forge an interesting alliance in this world with other NPCs. My pcs are all LE.

As soon as I start reading the book and if I have questions, I will post here and ask for your help. :)

aren't the slitheren just like skaven? magic using evil ratmen right?
 

Not quite. Each subspecie of Slitheren resembles one Titan. So, while some of the Slitheren do use magic (like the Red Witches, who got infused by the essence of Mormo the Witch Quenn), others don't. There is one kind of Stalkers, who are hunters and assassins like Hrinruuk, "their" Titan, and other kinds as well.
And there is even one kind of Slitheren that isn't evil at all...

Which would be the Unseeing, Slitheren touched by the Titan, Golthain. They are more monk-like than magic using. Course I prefer Stalkers and Daywalkers myself. Those guys are fun! Self-reliant and very tough in a fight. Course if I want true Tinkers, go to the Forge Crawlers. :)

There is plenty of potential to forge alliances with other LE countries/rulers. The Charduni Empire, while not quite what it was, has ties to both Ghelspad and Termana. Plus there's the Calastian Hegemony. Depending about who you like, the two best choices are Duke Travik, ruler of Lageni and also one of the great generals of the Calastian Hegemony. He also styles himself as a possible successor to the Calastian Throne, even though he'd have to do so by force. Course it helps that Chardun favors him so. Then there's Virduk. He's old but he rules with intelligence, skill and great diplomacy. Not the greatest of fighters, he's still a great stragist and keen understanding of human nature. (As well other races natures. :) Dunahane also offers some LE people alternatives, as they are also favored by Chardun. LE is in style these days in Ghelspad. :) Course I doubt they'd share much, but if you can help with taming the Blood Steppes. (Good luck, between the barbarian tribes, the constant border raids by Slitheren, plus one of Vangal's high priests constantly summoning demons of all stripe, it's not exactly as easy as it sounds.)
