To clarify my last post, I was wrong about the need to have a spell prepared (although I still say that Miracle wouldn't satisfy that requirement). Now I see how other people can interpret that Miracle can permit a cleric to create a wizard item*.
That quote was exactly what I would have come up with had I had by books with me at the time I read the thread. It answers my question exactly.
* By which I mean an item that requires a spell that only a wizard (or sorcerer of course) can cast. Sometimes it seems you have to explain everything.
