Wish vs Miracle

If you want to allow Miracle to be scribed to a scroll with just the lesser options, the only issue, other than who scribed it, is bookkeeping, since someone might [try to] forget that it is a Lesser Miracle with no xp available. You also need to decide if you’ll let the scroll user add more XP when activating it. {I’d say no].

The mainissue with a scroll of miracle is that there are 2 possible ways to read what grant the miracle

1.The scroll creator links his deity/divine force to the scroll, making use of it hazardous to foes of that faith since calling on the god of the cleric you just looted is not going to go well. Since this is more beneficial to the scroll maker, this is the option I use for my game.

2. The scroll user links it to his own deity at moment of activation meaning making a scroll of miracle is hazardous to allies of that faith since it could fall into the hands of foes. Also what happens what someone UMDs this scroll? Would that not link up to the same cosmic trickster that perverts wishes and such?

Interesting. I think the Miracle is inexorbaly linked to the scroll creator's diety, so when someone else uses it it may very well not be granted. Unlike Wish.
 

Nah, it will be the deity of the one who reads the scroll. The spell is just the means to contact your deity (basically) and you are the one who casts it in the end, not the one who has written the scroll.

I like the other way better. More fun. Also makes more sense. Otherwise I should think scrolls with Miracle on them might even be prohibited by most curches.

What about a rogue with UMD and no patron deity ? (That could apply to Commune, Weapon of the deity and some other spells).

If the spell is a means to contact a deity, there are two options. It simply doesn't work, or the rogue 'bluffs' the deity that there is a cleric of it calling. ;)
