You already gave the answer yourself. It's all about the respective class spell lists.
There is some overlap between the bard and the wizard spell list, and those arcane scrolls can be used by both, but the spells, that appear only on one of those two lists, cannot be used by the other class (except with UMD and other such means).
Basically the scroll has only some information, that is relevant for learning the spell from it. That's the spell name mostly, which is important here. The level, who scribed the scroll and such information are not relevant then.
And what about spells scribed at different levels? Bards scribe Break Enchantment as a 4th level spell, but it's 5th level on the Sor/Wiz list. If a Wizard learns Break Enchantment from a Bard's arcane scroll, is it a 4th level or 5th level spell?
As appropriate for the character.
The scroll might be a 4th level spell, but if the wizard learns it, it's then a 5th level spell.
