Maybe the name's relative importance isn't great enough to fall under the policy in the first place, though - that's the only thing they probably tolerate.
You are mistaken. Their GMs are severely understaffed because they needed to double the number of servers shortly after launch. They can't get all bad names at once so they're killing those that get reported or that they stumble over. Besides, so short after launch, the number of people who need assistance is huge.
