Thanks to you and gribble (and a few others) for being the good cops to my bad cop!

but it's entirely possible that their current team simply isn't large enough to work on both the day-to-day maintenance of the current site and a migration to a new site and hardware platform.
This is my best 'benefit of the doubt' guess too. Having said that, it's on the IT group to present a better case for more or better resources (although I can imagine the IT group doesn't have much leverage with upper management given their past performance).
 


Three quick notes.

One, the Wizards site seems to be up, but isn't functional for me. They are requiring I fill out 3 sections of my profile before I can proceed, however it refuses to save my changes to the 'Create your profile' section so I can't navigate away from that page. Anyone else experiencing this?
Never mind, it doesn't like Firefox. I used IE8 and was able to save the changes without issue. I need to go find the themes for this site.. it's impossible to read the text formatting controls for posting.

Secondly, chiming in as another person who does web development the down time to this extent is really unusual, and as others have indicated it seems to point at a myopically short sighted budget. They really should have a staging server for this sort of thing running in parallel.

Thirdly, there's a minor bug when you register a new account on this site, the success message doesn't get username or is failing to display it properly and instead gives the message "Thank you, $username. Your registration is now complete." Consider this karmic retribution for using php >.>
