On pg. 114 of the ELH is the (non-epic) feat Enhance Item.

Holy crap, how did I miss this all these years??

It's an item creation feat. The benefit reads: "Choose any item creation feat you already know. When you create an item with that feat, adjust the DC for saving throws required by that magic item, if any, by your key ability modifier."

In other words, I take Enhance Item (wands) and make a wand of hold person. My int is 18; the save DC on the wand, rather than being 14 (10 + 3 (3rd level spell) + 1 (the bonus for a 13 int)), the save DC is actually 17.

Wow, that's a huge difference, and it doesn't cost any extra gold or xp, only a feat slot.

Try applying this to wondrous items... damn!

Anyway, this is the first time I've ever really noted that feat- and boy, am I sorry (as a player and a dm) that I have missed it previously. I'm gonna use it for a bad guy before 4e comes out, that's for sure! :]

EFFICIENT ITEM CREATION [EPIC]
Prerequisites: Item creation feat to be selected, Knowledge (arcana) 24 ranks, Spellcraft 24 ranks.

Benefit: Select an item creation feat. Creating a magic item using that feat requires one day per 10,000 gp of the item’s market price, with a minimum of one day.

Normal: Without this feat, creating a magic item requires one day for each 1,000 gp of the item’s market price.

Special: A character can gain this feat multiple times. Its effects do not stack. Each time a character takes the feat, it applies to a different item creation feat.
24 ranks is the killer.
 

Yeah, EIC is a great one. But it's epic. The only prereq for Enhance Item is "any other metamagic feat".

Edit: A wizard could theoretically take Enhance Item for Scribe Scroll at first level. It's immediately applicable, and once you have it, it always works when you make scrolls- you don't have to pay xp or gp to use it. So you might be automatically increasing your scroll save DCs by +3 if you have an 18 int.

Actually, as far as I can tell, the DC of your Wand of Hold Person would be 18.

SAVING THROWS AGAINST MAGIC ITEM POWERS
Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is 10 + the level of the spell or effect + the ability modifier of the minimum ability score needed to cast that level of spell.


So the save DC of the basic Wand of Hold Person is 10 + 3 + 1 = 14... and then you adjust the DC for saving throws required by the magic item, if any, by your key ability modifier, which is +4.

14 +4 = 18.
