[aside] I think there is an inherent fear of white DM's to "correctly" portray a "black" persona. Most of my attempts degenerate into vague stereotypes and cliche.

Really? Never had a problem with it as a DM or a player. When I ran Freeport adventures for my group Captain Scarbelly talked like Mike Tyson.

One of my most favorite 3.0 characters was Brother Jules, a monk/cleric.
I don't care what color you are there is a lot of enjoyment in basing a character on Samuel L. ;)

I ran an evil campaign a few years ago and most of the PC's were goblins. We came up with a universal goblin naming convention. The first name had to end in "er" and the last name had to be some sort of disease, sickness, or other malady. A couple of standout PC's from that one: Hopper Pox & Suffer Bloodflux. :p

Placenames:
Devastate -- a sovereign state ruled by Devas
Spalpeentopia -- overrun by itinerant laborers, transients, Experts From Afar, and Circuit-riding Judges, but ruled by anybody else

For a marine/estuarine/alluvial campaign:
A river-themed Druid having the At-Will power "Swarming Clams," which is a reskinning of "Swarming Locusts," but substituting a whirlpool of razor clams for the original swarm of grasshoppers.
The Shipwright family, with children Strachkey, Keeley, Decker, Tilley, Boomer, Hawser, and Genoa.
 

I ran a character called Rodrick Sven Partis for a Rod of Seven Parts campaign. "Are you looking for me?"

I also wrote Rod of Seven Parts on my equipment list at the start which the DM cleared. Strangely he refused to honor my claim that I already had the full rod once I pointed this out in the game.

Unfortunately the campaign didn't last long as we were crap at finding things.
