That is becuse in DnD's weird wacky way HP's = how hard someone is to hit, even though there is AC as well. So the 10th level fighter isn't really as easy to hit because he as 100 hitpoints (or whatever) and the first level guy only has 10(ish).

Do these bonus Charisma-based feats have any restrictions? I mean, a human fighter with a 16 Charisma will have 13 feats instead of 10 at 9th level. That's a ton of feats. I'm thinking you're going to get people taking higher Charisma scores just to tweak out their feat allotment, and then you'll end up with bigger problems.

Also, will this apply to non-PCs? Will monsters with a high Charisma score get these bonus feats? There are some monsters I'd really hate to face, around CR 16, if they have an extra four or five feats.

I'm compiling all of my House Rules into one document as we speak. Realized a problem with Sorcerors, though-- adding all interaction skills interferes with Draconic Heritage.
