Well, I'm glad I'm not the only one who's wondering. I still think that, RAW, the 1AP per counter still applies. I think the power is good but kinda sucky at the same time.

It's the logical consequence of a specific power forcing you to do something that a general rule prevents you from doing.Doesn't let you use it, but the rules do - so the rules override the ... well, made up idea that you can use two in one round.
This utility power gives the ranger an action point which he must use by the end of his next turn. Is this action point an exception to the general '1 action point/enc' rule and the ranger uses points granted by this power alongside his regular AP pool?
Thank you for contacting us. This is not an exception to the 1 action point per encounter rule. If you have already spent action point during the encounter then you will not get any use out of this power. If you have no action points left and you have not used an action point during the encounter, this could be a very useful power however. I hope this information is useful.
