I've seen it happen more than once from the inside. The larger the company, the more likely this is to happen.
I can't agree with this more, having been inside of several companies now that had major management changes. There is a notion of the first thing you do when you're newly put in charge of a company is to say "hey, everything is working well here, I'm not here to rock the boat, things are going well, why should we change them?" The second thing you do is make a series of major, arbitrary changes, to show that you are the new sheriff in town, and everyone needs to know it!

I have lived this so often that I don't doubt it's true, so perhaps that's what we're seeing here.

Frankly, I can't understand what you're trying to say. I don't think that "lose time or cut time on decisions" has got anything to do with it. Read what I wrote above or the added comments from Garnfellow and SteveC.
