The fun level in D&D varies indirectly with the distance the campaign is away from level 5, in my opinion. I almost always start at L1, though.
 

I like 1st the best and lately, I am interested in starting at 15th or higher. Also, 6th seems good, too, especially since you get the Leadership feat then.

For some reason, 2nd and 3rd bug me. Why not just start at 1st? It only takes like one session really. If as a DM, you're afraid the PCs might get killed, why not just give them special powers or award them experience points for role-playing the first session enough to get them to 2nd-level by the next session (with a little fighting, like against kobolds or a badger or something like that)?

IME, players often create characters with backgrounds that necessitate multiclassing. They want to play a fighter mage, but they don't want to spend the first level not knowing how to use a sword or how to cast a spell. They want to play a paladin rogue but they find it jarring to be untenable to be clanking around one moment and then stealthy when the bump kicks in. Its not just petulance. It has to do with the players image of their character and 1st level does limit your options. If the main complaint were based on wanting to be more powerful, I'd be less inclined to listen(humble beginnings make for smarter adventurers in my book), but if a character isn't going to have the right overall feel and tenor, I'm more sympathetic.

I was kind of undecided between 6th and 8th... If I have to pick one it'd be 6th.

Enough levels for interesting multiclassing, or even one level in a prestige class.
Enough hit points not to fear death from the first weapon attack.
Enough feats (3-4) to build some nice synergy or for a combat tactic combo.
Enough skill ranks (9) so that Take 10 actually covers most routine challenges.
Enough daily spells to handle more than just one fight
Several tactic options opened up by spells (invisibility for example).
No save or die spells yet.
No polymorph spells yet.
Not too many magic items per character, and not too powerful yet.
Characters have a history enough to be given important missions, but not yet over-the-top.

Of course lots of nice spells are still missing from the game, and another disadvantage is that metamagic is still very limited at this level. But overall I think 6th level is a very "safe" level for the DM to run adventures (not difficult issues to deal with), and good enough for players to have a character who is well-developed into something unique.
