I kind of like the idea of a supers universe where they all operate nude because costumes are just going to get obliterated anyway.
 

...well despite all the rancor dagger's costume kicked-up, i was gesturing at cloak + dagger's costumes together, as a pair: i think they're iconic, extremely well-designed, and thematically evocative of both characters individually and collectively...

...as for the received inappropriateness, i'll merely note that dagger's costume is pretty modest by the bodysuit standards of the era; while i can't speak to more-recent artists' interpretations, her iconic cutout was originally positioned modestly, unless you're one to consider clavicles and navels comparably salacious to exposed ankles...

When we were reading X-men comics in the 80s (especially those illustrated by Marc Silvestri) we used to joke that all superhero costumes came with adamantium underwear as standard, for modesty’s sake. Silvestri did love shredding costumes.
