Tic-Tac-Toe was a game before the movie. So obviously it's included.

By my understanding, Jumanji counts because the movie exists within the game. The plot with Alan living in the jungle then coming out, the kids entire existence, etc, is all just a story happening inside a game of Jumanji.

Jumanji was a fictional game. The actual game was based on the movie. It doesn't count.

Well, they condense it. Rocky I-II together is that. Then each of the subsequent movies is individually. Well, except for V and Balboa.

Rocky Balboa also has Rocky getting back into shape et al, but not actually winning the final bout.

Each movie has it's theme.

I - The underdog gets a shot at glory
II - The fame that comes from that one shot and how it affects the boxer, as well as a second chance
III - Fame and Glory and how it affects Rocky. He needs to remember his roots.
IV - It's many people's favorites, and the least character exploration. It's basically American Patriotism racked up to 10.

V - Passing on the Heritage and who is important in that Heritage

Balboa - The results of getting old and not letting that keep you down

Creed - The next generation...a rehash of Rocky I and II
Creed II - Rehash of II and IV while at the same time an exploration of old chasms affecting the next generation
Creed III (I know, not a Stallone flick) - A rehash of III but with a more introspective look at what caused the other boxer's rage and angst.

Boy, when you break it down like that, the premise only holds up if you focus on the first four films (which is fitting, I guess, in that those are the ones I've seen in theater and/or seen more than once). The Rambo series definitely is a better example.

War Games and The Last Starfighter are movies where the game exists inside the movie, but it's still just a game. Therefore, they do not count for the purpose of this thread.

It definitely fits the secondary definition of the thread topic ('Movies where the Game is/becomes the World-Setting'). I just don't know if it fulfills the primary one ('based on a game') because the game doesn't exist*. I can argue both directions.
*I'm sure there has been a licensed tie-in game made at this point, I feel confident that that doesn't count any more than movies with novelizations are movies-based-on-books, etc.
