Powerlevel is mostly interesting for one thing: Will the PC's possibly get the spell in their books? If yes, ask yourself if you want your Spellcasters make longer lasting friends... I'd be OK with Level 5 but that doesn't mean your campaign is OK with it.

This looks really great, however, using Arcana vs. Defences seems to easy (given the fact that you can use the rituals only trained, thus having at least +5 more than an average "attack").
You expand the 20% non-combat stuff without cannibalizing the 80% of ass kicking. This may not be what you had in mind, but everything else is pretty much guaranteed to cause the chain reaction you fear.
Make (for example) a dozen nonadventurer Skills, two dozen noncombat Feats, and perhaps...

Yes because the creature is hit with more impact in opposite to a critical whch implies that you hit a very vulnerable point in the structure.

sounds good to me except for point 2 which is to me like "You can wish for up to 5 Feats(see point 1) PLUS Leadership"
I know it's not the full Leadership feat, but Followers you could get through Leadership aren't a great deal if you're on a level to cast X wishes. So leave Point 2 out and...

I know that must be the 1000th approach to do such a thing but here's my idea of how to handle Armor a bit different:
0) Hp are no longer affected by Constitution
1) If the HP drop to 0 the character is staggerd, and further damage will be substracted from the constitution. If the Con drops to...
But what does it do?
What does Intimidate actually do? Will the person be shaken, paniked? Will the intimidated person do everything I want? I think not, but from a DM's point of view there should be some guidelines.
Why shouldn't a spellcaster ask directly(i.e. in a not metagame way) for a metamagic'ed spell?
He/She kows the techniques, they have names for her, so he/she could simply say: "I wish I was affected by an ampowered Bulls Strength Spell"
