The problem here, however, is that this requires that the setting be a direct paralell to earth. We can't say that the development required to create this technology (or more specifically magic as technology) is actually required, since it's not earth, and, in fact, is a fairly big departure...

Well, yes, it can be all of those - aside from "Magic as ultratech", since the whole magic as ultratech is about as prevalent as it would be in any other D&D setting - it's closer to magic as... well, it's common magic. Magic that's used. Pulp heroes and swashbuckling are pretty much the same...
